He completed his Internal Medicine Residency at the Johns Hopkins Medical Institutions in Baltimore. He completed four years of service in the Public Health Service. It was then he began his interest in technology supporting the practice of medicine. Computerized practice management from day 1, and by the late 80's was using an EMR to record clinical encounters.
Bill brought this passion for informatics to a position as Clinical Director in Geriatrics at St. Agnes Hospital in Baltimore, where he helped introduce electronic scheduling and documentation in the ambulatory practices. At Erickson Retirement, his work found a great sponsor in its visionary founder, John Erickson, who supported automation of all clinical transactions. Dr. Russell was soon creating clinical content in the core ambulatory application and then building integrations between the long term care and physician's systems. In 2007, he helped create an HIE between Charlestown community and St. Agnes.
With a rich tradition of clinical informatics, Dr. Russell moved into Decision Support and Quality Reporting. His efforts achieved dramatic results for his sponsor.
He is at it again, working to redesign the concept of charting in the longitudinal care space, helping to tell the story of the client to all who provide care, and maintaining alignment between the interdisciplinary care team and the care recipient's goals.
